As Zan noted, Party officials in the Discipline Inspection Commission and anti-corruption bureau routinely have their snouts in the public trough as well, eating, drinking liquor, and driving around at public expense, indulging in graft in the knowledge that there is no system of accountability in place to compare with Hong Kong's anti-corruption commission or the relatively free press in Hong Kong and especially Taiwan.
