The Cambodia genocide was not qualified with UN Convention 1948 as its requires of an element of intent to destroy a specific ethnic group without Cham people and all Dega people elites in Phnom Penh being killed.
The ring of this genocide started from the Central Highlands of Vietnam where it is the land of Dega people. Dega people experienced wit a terrible human tragedy right after North Communist Vietnam take over in 1975 under the support of China. For the reason, Communist Vietnam later invaded Cambodia in December 1979 to diverge the world's opinion.
Remember, Khmer Rouge cadres were trained by North communist Vietnam when they started their revolution in early 1970.
Today, communist Vietnam pretends to have to dispute with China about the Pacific ocean sea in order to have the US support the cause to expand land as they di in the past which was taken from the Cham, Khmer Krom, Dega people...Historically, Vietnam is a Chinese descendant of the original from China spreading to the South and nowadays they still the same from head to too.
Thus, Cambodia has two risks of invasion From Chinese and Vietnamese.

Replace the name Sam Rainsy with Hun Sen and the above comment makes clear sense. Hun Sen was put in power by Vietnam and are being propped up by China currently. What do these two countries have in common; they are both communist. What happened the last time China backed a communist leader in Cambodia? This is not what the US is doing or not doing, this is about China using Cambodian land to establish their dominance and eventually military presence in the Gulf of Thailand. Let's not obfuscate the facts and try to deflect about the current situation at hand.

Why does the US continue down this dead end path. Even Phay Siphan can see foreign meddling and calls Sam Rainsy a puppet. What does Sam Rainsy even stand for? Not for the people. It is too bad because Nationalism was working for Sam Rainsy before and now he is seen as a puppet. His base is gone. It's sad to see the US recognize the repression of Uyghurs in China but doesn't recognized the over 14 million Khmer Krom who is repressed in Vietnam. Their lost of identity and land is a not comparable for the US? Over 14 million Khmer Krom lost of identity and land isn't as important to US as the Uyghurs in China? How about the Chams in Vietnam? Do even they matter? Shame on US..
