Dyed-and-greased-hair Wen Jiabao looks and talks like any other high-ranking party-state functionary. His attempt to quash debate on the South China Sea controversy in forums like ASEAN won't work as smoothly as the censorship system in his own country's internet, which he shows every sign of supporting. Wen's claim to be a reformer is exaggerated; he is mainly a defender of the Party's monopolistic status quo.
