The rule of law does not exist with Hun Sen and he has total control of the "Supreme Court". What Cambodia has is a kangaroo court that really has no independence or jurisprudence besides from what Hun Sen tells them how to rule. Only in a dictatorship that you must prove your innocence to the court instead of them proving your guilt. Their mantra is "guilty until proven innocent". This is a dangerous philosophy but it is the only legal instrument that will keep Hun Sen in power. Mr. Kem will never see complete freedom as long as this dictator is in power; his democratic view and ardent followers is major threat to Hun Sen's financial corruptions and his only choice will be to resort to violence to grasp onto his power. The international community (minus China) must exert undo pressure on his family and senior members of his administration and go after their financial dealings. This all comes down to money and Hun Sen is scared he lose that if he's no longer in power.
