It's Hun Sen's government, the Constitution is only valid if it benefits him and his cronies. The country has become a dictatorship where all opposition voices and party are stifled and shut down by the "courts". Hun Sen is grooming his son to take over so he can continue to suppress the Khmer citizens. We are ranked as one of the top corrupt countries and it's not going to change until Hun Sen is removed from office. Let's see what happens when EBA is pulled and how he is going to spin this into China bravely rescuing the garment industry. When you cozy up to a communist country you tend to follow their ideology; which is not hard for Hun Sen considering he was a Khmer Rouge.
