It says in the piece, "The government statement came days before the international environmental group Greenpeace publicized research findings by its China affiliate, highlighting the climate change consequences of some 50 planned coal-to-gas projects that have already been announced."
There are almost certainly almost no "climate change consequences of some 50 planned coal-to-gas projects." The recent 17.5 year plateau in so-called global temperature clearly shows that.

I have come across news of only 2 albeit large projects, Where did the alarmist 50 figure come from? These projects are not economical now being scaled down in view of cheaper gas supplies from Russia.
