The South China Sea issue would be an issue foreign investors. I cannot see the logic of Mr Xi creating a lake requiring shipping to run a gauntlet of "peacefully militarised" islets. Shipping firms would note the risk of a Xi edict closing down this trade route as these extra legal military outposts imply. The article suggests an ambiguity of confidence for foreign investment in China. My confusion re the Xi policy is that while the SCS is potentially de facto a Chinese pond closing navigation via SCS would preclude Chinese exports and imports. Owning the busiest shipping channel in East Asia and requiring tribute is like owning and militarising the tip of Mount Everest. Mr Xi the perpetual leader may next militarise and colonise the depths of the Marianas Trench.
