The Communist Party just pulled a David Copperfield. And these foreign audience eats it all up with their first magic awe. But at the end of the day, the reality still the same, Tibetans still suffer under Communist ruled.
Or another way to look at this is these people on a group tour. The Communist Party is their tour guide. They showed you what they wanted to show you. Everything is all planned out ahead.

It's shameful these Western politicians, most of whom are minor figures in their home countries w/ little political influence, were duped into attending a propaganda event by the CCP. Westerners must be aware that any events in or concerning Tibet organized by the Chinese Govt are first & foremost venues for promoting Party propaganda on Tibet. They are not genuine conferences where ideas and comments are freely discussed. Participants are not allowed the challenge the Party's views on Tibet's history or human rights record. The Party then uses these conferences to put a whitewash stamp of approval on their iron-fisted rule over Tibet. But the UN, US, and UK govts and Amnesty In'tl and HRW have all condemned Chinese human rights violations against Tibetans.
