Second, Vinh summarized the defense policy three no’s included in the 2009 Defense White Paper as follows: “Vietnam will not join any military alliances, will not associate with one party to oppose another, will not allow foreign countries to set up a military [base] in the country…” Vinh then added a fourth point: Vietnam “will not use force or threaten the use of force in international relations.”
The above quote is different then what Vietnam practice in Laos. Vietnam did the opposite of what it declared in the white Paper in Laos.

peace, self-defense, and transparency. ??
_ Taking over the Central Highlands by force on March 10 of 1975 from Dega people traditional lands is not brought peace and self -defense.
_ Distorting, manipulating, obfuscating, minimizing historical record of Dega people in the Central Highlands is not transparency.
History of Dega people ways back before the last king Bao Dai of Vietnam that Dega people are separated race has a single origin. They evolved the same process and stages, and the differences among them were insignificant compared to the similarities of other ethnic in Southeast Asia. They have existed for many thousands of years in the Central Highlands.
Under the French colonial, they were granted as an independent country in 1946 like Laos, Cambodia, Vietnam as part of the United Nations spirit of decolonization around the world which was established after world war II.
REMEMBER many nations in South East Asia have gain independent in this peaceful way such as Malaysia, Bruney, Philippine, Indonesia... they do not need war like communist Vietnam.
VIETNAM COMMUNIST REGIME STILL OWNS DEGA PEOPLE.
