Actually LegCo had 38 members present for the vote. The speaker, Jasper Tsang, traditionally doesn't vote except in a deadlock. Also present but not voting because he was "too confused" was the pro-Beijing labour "functional constituency" representative, Poon Siu Ping, who also serves as chairman of the Federation of Hong Kong and Kowloon Labour Unions. Credit where credit is due.
