Indeed the upcoming Party conference will fall into the usual rut of boringly predictable and jargon-filled speeches by the usual Party oligarchs. There will be tens of millions of taxpayers' money lavished on wining and dining the cadres indoors and stationing tens of thousands of uniformed and plain-clothes police outdoors, as if to guard against an enemy behind every corner.
